[PROPOSAL] New R&U Change for Obeah, Non-Sabbat Valeren and Vengence of Samiel

I Chris Pieratt, Salubri Coord hereby propose the following changes to Rare and Unusual requirements pertinent to genre Bylaws:
 3.Coordinator Duties C.Genre Coordinators iii.Genre Coordinators must pass before Council any plot, enforced policy, R&U named characters, or binding edict they wish to use which they can reasonably expect to affect multiple chronicles and these proposals need not be seconded, but go immediately into discussion. 1.If no opposition is voiced during the week of discussion, the proposal is considered passed and enforceable. Once passed these are considered binding to all chronicles and a chronicles refusal to adhere is grounds for OWBN disciplinary measures. Opposition must be in regards to the content of the proposal and must give those reasons why the objection is voiced. This is to allow Coordinator's the opportunity to respond and/or make changes/remove the proposal and its contents
All Valeren put on non-Sabbat sheets, and all Obeah must be approved through the Salubri Coordinator's office. Vengence of Samiel on non-Salubri Sabbat sheets is to notify said office.

Closed Vote: Minor change of how Autopass procedures work (Passed)

[Proposal] Change to Administrative Bylaw 3.F. General Consensus Vote and Autopass procedure

The following proposal has the potential to autopass (per Administrative bylaw 3.A.v) unless it is objected to. 
On behalf of the Executive Team, I, Linsey "Echo" Guertin propose the following changes to Administrative Bylaw 3.F. which currently reads: 

F. General Consensus Vote and Autopass Procedure
i. The Head Storyteller of a game, or its Council Representative, may petition the Executive Team for a General Consensus Vote on an issue that has little impact or significance on the organization as a whole but would technically require a vote per the bylaws.
ii.The Executive Team may then choose to Propose this issue as a "General Consensus Vote" to Council. If it is not objected to in the (1) one week timeframe of normal discussion period, then the issue is considered to autopass as a Coordinator Proposal and be logged into the voting log system. If a designated Council Representative formally Objects to the "General Consensus Vote" then it shall go through the normal voting procedure.

The changes proposed are as follows: 
F. General Consensus Vote and Autopass Procedure

i. The Head Storyteller of a game, its Council Representative, or any Coordinator may petition the Executive Team for a General Consensus Vote on an issue that has little impact or significance on the organization as a whole but would technically require a vote per the bylaws. 
ii. The Executive Team may then choose to perform the following: 

a. Propose the item on behalf of the Chronicle or Coordinator as a [General Consensus Vote] to Council. 

b. Within 48 hours of the original proposal, the Executive Team may amend a current proposal on behalf of the original author to a [General Consensus Vote] to Council. 

iii. If the [General Consensus Vote] is not objected to in the (1) one week timeframe of the normal discussion period, then the issue is considered to autopass as a Coordinator Proposal and be logged into the voting log system. If a designated Council Representative formally Objects to the item, then it shall go to vote normally. 

The reason for the proposed changes is to keep us from hamstringing ourselves unnecessarily when items would meet the consensus of council and otherwise not need to go to vote. I added a 48 hour clause to the amending of active proposals so that individuals would still have ample time to object, as was suggested by my fellow coordinators.

[PROPOSAL] Sadhu Packet

OWbN's Coordinator Bylaws, section 3.C.iii. state: "Genre Coordinators must pass before Council any plot, enforced policy, R&U named characters, or binding edict they wish to use which they can reasonably expect to affect multiple chronicles and these proposals need not be seconded, but go immediately into discussion."

Proposal:
The Ravnos Coordinator is proposing the addition of a supplement Sadhu packet, a more detailed break down of a secret group of Ravnos Antitribu.

This proposal, if not objected to within one week, will auto-pass.

Supporting Statements:
The Sadhu are a vaguely mentioned group in source book, and in the current Ravnos Genre packet. This packet, setup like the Sabbat Faction packet for ease of reading, is a guide that better defines them.

It is already coordinator approval to join this group, and many players are already seeking membership (before this packet was drafted). This is an attempt to give more guidance for these players to work towards, and my first step in hopefully many to give more interaction to the Antitribu.

Please note that the Sadhu is both the name for "Practitioner of Sadhana" and this group. They are two separate entities.

Pursuant to Coordinator Bylaw 3.C.iii I  propose that the following be added to the R&U Bylaws underneath Coordinator Approval, specifically the Sabbat Coordinator:  Erset La Tari

I also propose that the following be added to the R&U bylaws 5.A.:

[Proposal] Rite of the Death Bear and Resurrection [Autopassed]

Hi, all. Pursuant to whatever makes a coordinator want to fix some bylaws:

The current Rare and Unusual rules state the uses of Rite of the Death Bear are Coordinator Approval (3.D.i) and that Character Resurrection is a Majority Vote (3.C.i). This is a strange thing, either obligating both Coord Approval and a vote, or obviating the need for a Council vote for a Resurrection.
Not liking loopholes at all, I propose that the following be changed in the OWbN R&U Bylaws:

1) Remove "Uses of Rite of the Death Bear" from R&U 3.D.i.
What this proposal does:
- Makes successful uses of Rite of the Death Bear a Majority Vote

Supporting Statements:

These particular rituals come from pre-revised Vampire, and from a 1st edition sourcebook (Anarch Cookbook).  At the time of it’s publication, there wasn't really any difference in the various types of blood magic.  Adding the Anarch Curses to the bylaws also predates the removal of the 'one magic' paradigm, and we felt they had to be put into some sort of grouping, in order to 'define' them for purposes of other Blood Magic.  Given that permission to have them comes directly from the Anarch Coordinator's office, putting them into the Blood Magic Character by-law allows them to be given to any character, regardless if they have blood magic to begin with or not.  Putting them all in one place for permissions is far more preferable for ease of requests.

Closed vote: Harbingers of Skulls rarity revised.

[PROPOSAL] Change to Harbinger of the Skulls rarities

Pursuant to Coordinator Bylaw 3.C.iii I  propose that Harbingers of Skulls be moved from the Very Rare R&U category, and placed instead into the Coordinator Approval R&U category under the auspice of the Giovanni Coordinator.

Reasoning:  The Harbingers of Skulls in OWbN right now have little to no impact on Sabbat genre.  This is due to their very rare nature.  OWbN has only one harbinger of skull PC and a handful of NPC ones in Sabbat games.  In order to promote growth of this aspect of genre (mostly for Sabbat games to gain easy access to NPCs) I have decided reducing their rarity to coordinator approval allows me to accomplish this goal while maintaining control over the genre (versus moving them to the Rare category and NPCs becoming just notify).  Additionally, while I do not plan to start approving Harbingers in mass, I will look at each and assess its value to the game and genre in question while coordinating the harbinger of skulls genre in the right direction.  The Harbingers of Skulls have been part of the Sabbat now for over a decade and as such it is not unreasonable to believe their numbers have grown some IC to also justify this change.

[Proposal] [General Consensus Vote] Change to Administrative Bylaw 4.III.2 [Autopass]

On behalf of Jeff Cauley, CM of Baltimore by Night: Dark Harbor, the Executive Team proposes the following as a General Consensus Vote: 

Due to the Coordinator Elections being moved to February, it is proposed that Administrative Bylaw 4.III.2 be changed as follows:
Current Version:  The report may be written by any member of the storytelling staff of each chronicle, but must be submitted by either the HST or Council Member, to ensure its validity. These reports shall be due on the first day of February and August.

New Version:The report may be written by any member of the storytelling staff of each chronicle, but must be submitted by either the HST or Council Member, to ensure its validity. These reports shall be due on the first day of June and December.

In addition, due to some technical difficulties and adapting to the new schedule, the February 2013 reports will have their deadline extended until June 1. 

As this is being proposed by the Exec team as a General Consensus Vote, it does not require a second and will auto pass on May 8th should there be no formal objections. Otherwise it will proceed to vote.

I, Prince Brighton Hughes of the Domain of Columbus, invite all Kindred to a join myself and the residents of my city in celebration of our Sect and Traditions.  Beginning at Dusk on 4th day of the month of Julius Ceasar, and ending at Dawn the Monday following, Hospitality will be granted to all Kindred of peaceful intent who properly request it.  
As I reach an advanced age among our Kind, I find myself contemplating the Kindred journey through the Ages more and more frequently.  I never once picked up a book for knowledge while I drew breath, and did not attain literacy well in to my first Century of unliving existence.  The first real book placed in my hands was a copy of the Divine Comedy.   I doubt I understood it then, but as the centuries have passed I have grown to appreciate Dante’s journey more and more.  I postulate this to all Kindred, is not every Sin Avarice and is not every Virtue Charity?  The Beast defines our greed, it wants all, and would try to take all if we let it.  All the blood, all the power, all the territory.  The Beast is Greed, and that is a part of every one of us.  But we are not the beast.  We show temperance, and wisdom, and yes, even Charity in our struggle to keep what is Human alive in us.    
As such, I proclaim the following for our Grand Elysium:
Thursday July the 4th. Expect an evening of the subdued and relaxing.  Muted tones are expected and a quiet reception will be had for those joining us on the first night.

  1. Probationary Vote
    1. The Admissions Coordinator, a Sub-Coordinator, or a duly appointed representative will then submit the Application for a "Probationary Admission" vote to the OWBN Council for the discussion period and Admission Vote. If there are no objections during the discussion period, the game Auto-Passes into its Probationary Period.
