[Proposal] Temporary Regulation of Infernalism and Diabolism [Amended] [Autopass]

I made some promises over the last couple of weeks. This prop is the first step in my attempt to keep those commitments. 

 

OWbN's Coordinator Bylaws, 3.C.iii. state: "Genre Coordinators must pass before Council any plot, enforced policy, R&U named characters, or binding edict they wish to use which they can reasonably expect to affect multiple chronicles and these proposals need not be seconded, but go immediately into discussion."

 

I'm working on revising material and finding the compromises that I promised during the election process. In order to do that effectively I propose that all of the following be run through and handled solely by the Demon Coordinator's Office and that they be considered Coordinator Approval until July 14, 2013.

 

·         Infernal Pacts

 

·         Diabolism – This includes using other powers (such as but not limited to Rego Manes) to gain new infernal investments as well as traditional Diabolism.

 

·         Merits and Flaws Listed in Current OWbN Demon Genre Material

 

 

This temporary full regulation will keep new issues from cropping up during the re-write while allowing us the ability to ensure that the dark themes of infernalism are strictly held to by new potential players of this genre.

 

Four months should give us the time to work on this packet that we need to revise the current infernal packet and/or structure into something more agreeable to a larger portion of OWbN. 

 

This proposal does not include members of the Tremere House Horned Society who are practicing Diabolism as approved by their In Character chain of command.

 

This Proposal does not include the ST’s ability to create and use Infernalist or Diabolist NPCs for their chronicle. Those NPCs would be unable to teach/instruct PCs regarding infernalism or diabolism without first gaining approval from the Demon Coordinator.

 

If this proposal goes to vote and passes that would give my team three and one half months of things being fully regulated while we worked on the packet.

A. To allow time for all members of OWBN to research new materials as they become published a ban shall be placed on the acquisition of any new power, ability, background, item, item card, merit, flaw, etc. from any new publication outside of an OWbN approved Packet made after January 1, 2010 by any PC or NPC, which may be released following a three-month period by vote of Council. Meta-plots, as passed by Council, are exempt.

The Reasons:

Open Development on the V20 materials, such as Anarch Unbound Book, has released several new combination powers. We don't know in OWBN if or when we will potentially be using these materials as source, however, as such we would like to protect our genre in advance for all the loophole masters who would add these combination disciplines recently published to their sheets now before bylaws specifically prohibit them from doing such.

As Head Coordinator of One World by Night, I hereby propose the following:

Addition of Coordinator By-Law 3.A. (Coordinator Duties):

 

"viii. Marketing

a.  Monitor marketing trends for One World by Night

b.  Act as an administrator for out of character outreach media onbehalf of One World by Night at-large

c.  Work in partnership with Web Coordinator for effective Marketing strategies

d.  Work with Admissions Coordinator as initial contact for potentialnew membership

e.  Work with local chronicles in assisting with marketing materials/strategies

f.  Perform other outreach and marketing tasks as assigned by Head Coordinator"

 It is my intention that Meredith Gerber will serve out the 2013-2014Term in this position

[PROPOSAL] Change to Administrative Bylaw 3.A.iv (Passed)

I Lawrence Jacob Siebert, CM of Always Comes Evening, San Francisco California, propose the following change to the bylaws.  As written, they prevent a single individual from putting up multiple props that are related. 
This means that proposals can not be broken up into related segments, which means that council must vote on them in their entirety or delay each vote unnecessarily, even if that is not the wish of the proposer. 
Further this prevents individuals from collaborating on multiple related proposals and introducing them at the same time.  
the original under the gun bylaw, as I recall, also provided for stopping people from creating R&U before it became R&U or changed classification, and I've also added this back.
Therefore I propose the following bylaw be changed from:

  1. Sneaking in under the gun
    1. Should a formal Proposal be made to Council, no subsequent Proposals related to the current active Proposal shall be open for their discussion period until the closure, or withdrawal, of the current active Proposal's discussion period and vote.

to:

  1. Sneaking in under the gun
    1. If a proposal to add or change R&U or character bylaw restrictions or requirements are made, nothing which would fall under such an addition or change may be created or approved until after such a proposal's closure or withdrawal.
    2. Should a formal Proposal be made to Council and active, subsequent Proposals made to Council and related to the current active Proposal shall be delayed, and queued in order of their being made.
      1. The next related proposal in the queue shall become active and open for it's discussion period after the closure, or withdrawal, of the current active Proposal or Proposals discussion period and vote.
      2. The proposer or proposers of currently active related proposals may choose to forgo this delay for the next delayed related proposal, at any time while their proposal is active. They may not skip delayed proposals in the queue.
      3. All such proposers must chose to forgo the delay for another proposal to become active.  If only one proposer of related proposals exists, it shall be assumed that they choose to forgo the delay, unless they state otherwise.

Ladies and Gentlemen,

The Camarilla Coordinator is considering doing away with the IC Camarilla List. If you've got an opinion one way or another on that front, please make your voice heard with this poll.

You must list a Camarilla chronicle you are from in order for your vote to count. I recommend if you are based in a Probationary Chronicle, such as Seasons of Strange, but also have a Camarilla character in a full-member Camarilla chronicle such as Westchester or Hartford to list the full member chronicle as your first choice of chronicle to log in this poll.
