* Memorial Day Weekend, May 24 – May 27, 2013
* This event is affiliated with Hidden Flame (Garou) and Kings of New York (Sabbat).
* This event hosts Werewolf: the Apocalypse and Vampire: the Masquerade (Sabbat) game. There may be a Mage: The Ascension minigame.
* All characters must be from a current OWbN-affiliated game. New characters can be generated on site, as per HF/KoNY House Rules. NPCs will be available for play.
* This is an IMMERSIVE game, meaning the game runs roughly 24/7 for the event.

Cost: Pre-registration is $40 with a $50 at the door fee. Pre-registration ends Friday the 17th of May, 2013. PayPal payments can be made to: jplace@hiddenflame.net.
NOTE: This fee includes meals: Dinner for Saturday and Sunday nights, and breakfast for Saturday and Sunday mornings. Vegetarian options will be provided for all meals. Since we pay for these out of pocket, we do welcome donations.

Hardships: Can’t afford the whole fee? This is understandable and negotiations can be made on a case by case basis. [PROPOSAL] Auto pass proposal clarification

This requires a second.
Recently there have been several instances where proposals autopassed, and individuals have indicated that they had intended to object to said proposals, or didn't realize the proposals required an objection to be voted on.  I don't think anybody wants to disenfranchise people, so obviously there is a break down in communication.
Also I don't like people objecting to proposals which require a second.... it becomes unclear which is which.  
The goal of this proposal is to prevent individuals from missing proposals they would have objected to, and to hopefully make it clear which props need objections/opposition voiced.  Since we allow objections to be withdrawn at any time (there are no explicit rules, this is just council practice), and since I don't want to make the web team or whoever responsible for constantly updating the proposals, I don't want anything to change in this indication if people object... it's your responsibility to object if you think the proposal deserves an objection.  
Also, because it usually takes time to put up a proposal, and since discussion periods are usually 7 days, the indication on the open vote page needs to be up six days before the discussion period closes. If it takes more then 24 hours to put the prop up, that has the potential to delay proposals.  
I'd like to include the exact time that an objection needs to be in to be included to, but I am not sure that is feasible for the people involved to do, so I'm leaving that out at this time.
If a and b are not feasible as written, I'm willing to consider formal amendments as per the bylaws.  I'd note that it doesn't say that formal amendments require you to be a voting member anywhere.
If this passes, you'll be able to use a gmail filter OR the council open votes page to see which proposals will pass without objection.  Then nobody can reasonably complain that they didn't know that a prop would autopass, and all will be right with the world.  Just kidding, but seriously, hopefully this will make things just a little better, and prevent future issues.

That the following be added to the Administrative Bylaws

Add 3.A.i.4. 

All Proposals or other council actions which could pass/be approved if there is no objection/opposition shall include [AUTOPASS] in their subject when first proposed/sent to the Council mailing list, and throughout the discussion period, and quote the relevant bylaw under which they are proposed.
       a. They shall be added to the council open vote page no less then six days prior to the time the discussion period would end, shall include [AUTOPASS] at the beginning of their title when first added, and their closing date shall reflect the time the discussion period will end. 
       b.If they enter a voting period, their title and closing date should be updated as appropriate.

[PROPOSAL] [BY-LAW] Joint Control for Sect Coordinator Binding Agreements involving Sect NPCs

The Camarilla Coordinator, hereby proposes that the current Coordinator By-Law 3.B which reads as:
 
  1.  
    1. Sect Coordinators
      1. Sect Coordinators are responsible for:
        1. Monitoring and advising on genre issues regarding the Sect, including but not limited to:
          1. Status and Prestation
          2. Sect laws, Justice, Politics, and Customs
          3. Sect Positions and Designations (Such as Justicars, Princes, Barons, Cardinals as well as such things as the Red list and Black Hand membership)
          4. Conflict and Intrigue both within and between the Sects (including Sect Infiltrators and Defectors)
          5. Relevant abilities, powers or disciplines specific to a sect or part of a sect (Anarch Combos, Sabbat Rituals, Black Hand Art of Memory etc.)

    1.  
      1.  
        1. Provide guidance for Storytellers on the goals and activities of the Sect as a whole.
          1. Sect Coordinator and Genre Coordinators shall share joint control over NPCs/Territories deemed important to the Sect as a whole, regardless of clan.
          2. The Executive Team shall mediate disputes of control and portrayal of these NPCs/Territories.

      1. To this end, Sect Coordinators shall receive all powers outlined to Clan Coordinators in Section 3.C.ii & 3.C.iii as directly related to the duties outlined in Section 3.B.i.
      2. Sect IC Offices, other than those under a single Chronicle's jurisdiction, may not be filled, either by PC or NPCs, without previous approval from that sect's Coordinator. That includes:
        1. The Camarilla Inner Circle, Justicars, Warlord, Alastors, Archons and any other publicly known agents of the Inner Circle, Justicars and/or Warlord
        2. The Sabbat Regent, Cardinals, Prisci, Paladins, Inquisitors, the Black Hand Seraphim, Dominions, Seconds and any other publicly known agents of those Sabbat Offices, including their Templars, if any.

There is no grandfathering for this and any Binding Agreements not already including the appropriate sect coordinator will be redrafted to include the sect coordinator. Denial by player, storyteller, or genre coordinator to do so will end in immediate removal of the sect position for the PC.
 
This requires no second and, if no objections are made, it will pass after the discussion period has closed.

[Proposal] Camarilla Societies from Archons & Templars

Proposal Camarilla societies,

In the past it has been assumed that the office of the Camarilla Coordinator controls and runs certain "secret societies" in the sect.

Having seen that past Camarilla Coordinators have proposed for use of one of these societies. It is my goal to have total transparency with the organization.

As such I am requesting that the following societies be controlled by the office of the Camarilla Coordinator.

Additionally these societies while traditionally only available to archons, it is the intent of the Camarilla Coordinator to open them to all Camarilla sect PC's.  Doing so allows for options for more PC's in the sect without offering more "goodies" to only Archons.

The requested societies are.

Dogcatchers  - Archons and Templars page 18.

E Division  - Archons and Templars page 21.

Josaians - Archons and Templars page 21.

Bylaw change to reflect proposal below.

[PROPOSAL] New R&U Change for Obeah, Non-Sabbat Valeren and Vengence of Samiel

I Chris Pieratt, Salubri Coord hereby propose the following changes to Rare and Unusual requirements pertinent to genre Bylaws:
 3.Coordinator Duties
 C.Genre Coordinators
 iii.Genre Coordinators must pass before Council any plot, enforced policy, R&U named characters, or binding edict they wish to use which they can reasonably expect to affect multiple chronicles and these proposals need not be seconded, but go immediately into discussion.
 1.If no opposition is voiced during the week of discussion, the proposal is considered passed and enforceable. Once passed these are considered binding to all chronicles and a chronicles refusal to adhere is grounds for OWBN disciplinary measures. Opposition must be in regards to the content of the proposal and must give those reasons why the objection is voiced. This is to allow Coordinator's the opportunity to respond and/or make changes/remove the proposal and its contents

All Valeren put on non-Sabbat sheets, and all Obeah must be approved through the Salubri Coordinator's office. Vengence of Samiel on non-Salubri Sabbat sheets is to notify said office.

Territory proposal (NYC & CBC): Sept of the Green and the Caern of the White Water

Per Coordinator Bylaw 3.C.iii.5:
"Passing new Coordinator Territory before council is considered something that affects multiple chronicles. All Coordinator Territory must be designated either "Approval" Territory or "Notify" Territory in the Proposal. After passing Coordinator Territory of any kind that territory should be added to the Territory List which shall be posted to the OWBN website."

In the current listing for CBC controlled/shared territory, I'm lacking an entry for the Sept of the Green and the Caern of the White Water. The caern in Central Park is documented in Rage Across New York and in the Werewolf Core Rulebook (Second Edition). The caern in Niagara County is documented in Rage Across New York Both are canonical sites within the setting. This territory is currently in the control of Kings of New York and after fruitful discussion with their Council Representative, I propose to add the following entries to the Changing Breeds custodial listing.
This proposal has the support of the Kings of New York Chronicle.

We support this with the verbiage in the "notes" section.
New York City is obviously very famous and we have lots of well-known landmarks and places that people like to write about; gaming authors are no different. We would like to remind the Coordinators of present and future that our chronicle is a very active chronicle and famous locations within the chronicle (such as Central Park!) are actionable by PCs during our regular game-time and our chronicle needs to retain protection of future use of our famous territories and landmarks.
On that note! We encourage people to visit NYC: we play at a site in Manhattan within full view of the Empire State Building. It's pretty awesome. :)

Archivist "State of the Union" - or, how your chronicle will interact with the database named BOB.

Greetings Council!

The past year has been an exciting one for the Archivist Team.  We've had a few big changes and we've gotten a lot of work done and I thought it would be good to let you know where we stand with a few of our projects.

R&U Database (BOB):  This has been the big one.  We've needed a system to accurately compile the R&U records together and track them easily.  We were using various Google Doc spreadsheets and that was just not working (do you know how many different references/spellings there are for "Assamites"?) so we worked with the Web Team and they helped us build a fantastic R&U database that is integrated into the website.  

This R&U database, which Team Archivist now refers to as BOB (acronym pending) links with the Chronicles so that new R&U's can be submitted to us via your game's dashboard (if you are logged in with your HST/CM account).  Eventually, we hope to even give you a full listing of all of your existing R&Us right on that page.

The biggest trick with BOB though, was to get all the old legacy data in there, as well as uploading all the data from the recent Assamite Sorcerer and Tremere Census.  All said and told, we were looking at about 2,600 records (including active, deceased and disapproved characters).  It was a daunting undertaking but the Web Team swooped in with a solution and helped us bulk upload everything in.  

As of now, all of our Chronicle-run R&U records are sitting in BOB on the website.  We no longer need to use any Google Docs/Excel sheets to track our R&Us.  We have not yet migrated Coordinator controlled R&U NPCs into BOB, but that is something we will work on down the road.

Now, we begin the long process of going through the records and working with each Chronicle to get you a listing of your R&Us, working with you to make sure everything is up to date and accurate and making any necessary changes.

Thanks again to the web team, with a special shout out to Autumn Wright, Jess Karels and Mark Cherry.  Without you guys, this wouldn't have been possible.

Archivist Chronicle Reports:  These are those reports we ask for every 6 months.  Currently, the schedule has them listed as being required in February and August.  As February is right in the middle of Coord elections, we'll shortly be propping a bylaw change to get those moved to a better time, maybe May and November.  Also, if we go that route, we''ll simply be extending the currently due February 2013 reports out until May.

In closing, Team Archivist has made a lot of progress and growth and we want to thank everyone for their patience as we get our new systems up and running!
