[PROPOSAL] Limitation of RSO Participation in OWBN

I Mark Dudding, CM for Frozen Queen of Buffalo NY, propose that the following by laws be amended.

1.D Denying Entry 

i.        The storytellers of individual chronicles have the right to ban any player or character from their game if s/he would upset game balance or plot. Alternatively storytellers may ask a player to temporarily alter their sheet or item cards to be allowed entry into the chronicle. If a player accepts the changes to gain entry then they must follow Character Regulations Bylaw Twelve. Any player or character that is banned from a chronicle must be announced on the OWBN-ST and OWBN-Council lists, included in the chronicle report, and the player should be notified if possible.

ii.        RSOs (Registered Sex Offenders), defined as sexual offenders who identity and crimes have been made public by local or federal law, may participate in local One World by Night chronicle play at the discretion of a chronicle's HST. If a chronicle allows an RSO to participate, the player base must be notified either verbally or electronically as well as at the game's sign in. Failure on the part of the RSO will result in a Disciplinary Action where all possible OWbN punishments applicable to the situation consist of OWbN Probation, OWBN Temporary Ban, OWBN Indefinite Ban, and OWBN Permanent Ban. 

iii.        RSOs may not travel to other org games without prior written permission from the HST of the game he/she is traveling to. If an RSO signs into a game as a visitor, the player base of that game must be notified at sign-in. RSOs may not participate in any event games without prior written permission of the event game's HST. At the time of the event game's OOC announcement, the ST staff must declare whether or not they will be considering allowed RSOs to participate in the event so that event players may make a decision about whether they wish to travel and or make travel arrangements for said event. The RSO must still receive HST approval and the player base of the event must be notified of confirmed attendance by any RSOs at least one week prior to the start of the event. 


8.D.iii Chronicle Reporting
  1. Each member chronicle of OWBN is required to report to the Archivist, Head Coordinator (HC), and Assistant Head Coordinators (AHC) either in writing via email, or via the appropriate Internet submission form on the OWBN website.
  2. The report may be written by any member of the storytelling staff of each chronicle, but must be submitted by either the HST or Council Member, to ensure its validity. These reports shall be due on the first day of June and December.
  3. Chronicle reports are to be submitted in order to:
    1. Keep track of your Chronicle so we know you're still operational.
    2. Track who is supposed to be on which global administrative lists.
    3. Deal with inter-chronicle disputes as they arise.
    4. Log any issues the chronicles may have.
    5. Encourage interaction with less vocal chronicles.
    6. Maintain an approximate census of our population.
    7. Keep record of major events within chronicles.

OWBN's Coordinator Bylaws, 3.C.iii. state: "Genre Coordinators must pass before Council any plot, enforced policy, R&U named characters, or binding edict they wish to use which they can reasonably expect to affect multiple chronicles and these proposals need not be seconded, but go immediately into discussion."

Results of my recent poll to HSTs and CMs prompted some changes to this packet. 

Percentage requested Removal of CG powers completely: 36%
Percentage requesting inclusion of more Thaumaturgy: 41%

As individuals could choose more than one option, these percentages are approximate. Not many people availed themselves of that option but a couple did. 

I included CG powers for PCs as Council Majority vote under 3.C.1. This is the most stringent compromise available to the organization. It allows people who want them to attempt to gain them, and it allows those opposed to voice their objection on each item.

I included paths of Thaum not listed as Coord Approval requiring both the Demon Coord and the Coord who normally has control of that Path of Magic. With these changes in place I feel comfortable re-proposing this packet.


Proposal:

I, Rob Beckett, in my duties as Demon Coordinator, propose the following packet be adopted by OWBN to govern the Infernal Genre.

Essentially what this does is as follows:

 1. Opens more paths of Blood Magic as Dark Thaumaturgy

2. Makes it easier to get Dark Thaumaturgy and harder to get other Investments. This is in keeping with the genre for a predominantly vampire organization. I did my best to keep the list of Thaum Paths appropriate to the Genre.

3. Increases the difficulty of gaining "Cross Genre" powers, without removing that possibility outright.

4. Provides a rarity structure that is in keeping with those established in other, similar genres.

5. Provides a list of Demons and some Sample Cults.

6. Provides More detailed information on Diabolism.

7. Places all Diabolism Scenes to be run through this office. In the Case of Horned Society, requires that the Tremere Coord or appropriate Tremere Sub-Coord is kept in the loop on those scenes.

Do we ban RSO's (Registered Offenders) from our Organization?

Input from the Demon Coordinator and pending Packet revisions

Results of the Poll are in. Now I'm working on incorporating those results.

Thirty Three CMs responded, Thirteen HSTs responded.

No Change from currently published Material: 14%
Complete Removal of CG powers: 29%
Regulation of CG Powers to Coord approval: 16%
Inclusion of Thaum from at least two paradigms: 10%
Regulation of CG powers and inclusion of thaum that is in multiple paradigms: 22%
Removal of CG, inclusion of all thaum but requiring secon coord input/co-approval: 9%
My current thoughts based on the result of this poll, Is to rewrite material, regulating CG powers to NPC only. This will allow the STs the flexibility they need while removing the perceived danger-ball from travelling hands.
To Balance that I will enter discussions with the other Coords regarding dual paradigm Thaum opening up as Dark thaum. I believe that the numbers from this poll support this and it should, in theory, be a simple matter of determining rarity.
There were several comments asking for more subtly, let me assure that's something we're working on with the cult material. 
Someone asked for bananas, Should we meet, I'l buy you a banana.
A moment on personal desire for the future of this genre. I'd like to see the Baali become the focus of people wanting to play infernalists or diabolists. They more easily mesh and to be honest, it's easier to regulate. Toward that goal, I have plans to do a small line revision in that packet in the near future, that should encourage this.
Someone says I have to many packets, and that's not necessarily untrue. I have three and a fourth on the way.

Pursuant to One World by Night Administrative By-Law 4.C.:



C.            Special Elections

         i.            Should any Coordinator position become unfilled
during a term, a special election must be held.

       ii.            The Head Coordinator may appoint someone to fill the
position until the special election is completed.

      iii.            The appointee will be treated as an Elected
Coordinator, except that the appointee will only serve until the Special
Election is complete.

     iv.            The Head Coordinator will announce the Special Election
on the Council, ST, and OWBN-OOC mailing lists and will accept applications
for seven (7) days.

       v.            The vote will then proceed following the bylaws in
Administrative Bylaws, Section 4, Subsection B, Other Coordinator Elections.

     vi.            Should the position become vacant within one (1) month
of the Head Coordinator Election, an appointee may serve until elections
are complete.
