[PROPOSAL] 2013 GANGREL GENRE PACKET [Amended]
OWBN's Coordinator Bylaws, 3.C.iii. state: "Genre Coordinators must pass before Council any plot, enforced policy, R&U named characters, or binding edict they wish to use which they can reasonably expect to affect multiple chronicles and these proposals need not be seconded, but go immediately into discussion."
Proposal:
The Gangrel Coordinator is proposing the immediate removal of the current Gangrel Packet 2008 binding document to be replaced with the new Binding Gangrel Genre Packet.

In addition to this new binding document are the following changes to the R&U bylaws to bring them in line with the new document:
· The following be added to the table in section 3. D. 1. as Coordinator Approval:
o Taifa Gangrel; Any Gangrel Subculture not already covered; Gangrel Coordinator Level NPC*; Gangrel Lore x5; Rune Lore; and, Gangrel Merits*.
· Removing the following bloodlines from section 4. C. Near-Extinct and Extinct: Lhiannon, Anda, Ahrimanes, Noiad
Adding to Section D: Coordinator Approval
Extinct Gangrel bloodline NPC (Ahrimanes, Anda, Lhiannon, Noiad)
Adding section 4. F. xxv. "Extinct Gangrel Bloodline PCs"
1. Any extremely rare/powerful or extinct Gangrel blood-lines (PC only) to include:
a. Ahrimanes, Anda, Lhiannon, and Noiad
· Adding section 4. F. xxvi. "Gangrel Merits"
1. Any Merit that requires Gangrel Coordinator approval a. Gangrel Clan Friendship, Gift of Proteus.
2. Any Merit that requires Gangrel Coordinator notification

Supporting Statements:
This packet was developed to more directly define the binding parts of Gangrel genre for use in OWBN. It also serves to better direct players and STs to source material for rules regarding the genre. Finally, it also serves to close many problems and loop-holes through the use of Coordinator Approval and Coordinator Notification so that they may be monitored by the Gangrel office for gross violations of genre. To this end, many of the binding aspects of the packet have to be replicated in the R&U Bylaws in order to conform with section 1. C. i. "Rules On current characters, restrictions and requirements".
