Change in Rarity between Pre and Post WoN Ravnos Antitribu [Passed]

OWbN's Coordinator Bylaws, section 3.C.iii. state: "Genre Coordinators must pass before Council any plot, enforced policy, R&U named characters, or binding edict they wish to use which they can reasonably expect to affect multiple chronicles and these proposals need not be seconded, but go immediately into discussion."

Proposal:
As Ravnos Coordinator I would like to propose the increase in rarity of all Pre-Week of Nightmares Ravnos antitribu to coordinator approval. Post Week of Nightmares will remain unchanged at notify.

As per normal there will be a grandfathering period for all existing Pre-WoN Ravnos Antitribu.

 

This proposal, if not objected to within one week, will auto-pass.

Supporting Statements:
The amount of Post WoN Antitribu should outnumber the amount of Pre-WoN ones. As the Ravnos try to rebuild the majority are new embraces due to the small numbers that survived the WoN.
 
A large amount of Anti that I run into are from before the WoN, and sadly that should not be the case. This is an attempt to increase the number of Post WoN Antitrbu while not increasing the rarity of the group as a whole.

Amendment to Assamite Sorcery Packet [Passed]

[PROPOSAL] Assamite Sorcery Packet [Amended]

Proposal:
I, Brad Klinger, in my duties as Assamite Coordinator, propose the following packet be adopted by OWBN to govern the availability and usage of Dur-an-ki otherwise known as Assamite Sorcery.

This packet makes some very sweeping changes to the way DAK is dealt with by players, storytellers, and the office of the Assamite Coordinator.  While the straight mechanics of most powers have been left largely untouched, both the number of paths and how they are acquired is very different.
My first goal with this packet was to divorce the idea that the availability of Assamite Sorcery is tied to a character's Rank within the clan.  This does not make a great deal of sense as theoretically an independent Ashipu could learn new paths and rituals without the assistance of the elders of the clan.  Relying on "permission" from the elders goes against the entire theme of DAK to begin, which is based around personal enlightenment and interactions with otherwordly entities.  As such this mechanic has been removed and the Rarity structure of Assamite Sorcery has been altered to reflect this.  Now the difference in Rarities represents the difficulty of obtaining the attention/assistance of the ancient gods/demons/whatevers in mastering the secrets of eldritch might.
Secondly, my goal was to keep the Assamite Sorcerers from becoming "Tremere-light".  While Dur-an-ki is a far, far older form of blood magic it is not as dynamic and adaptive as Hermetic Thaumaturgy.  Thus all paths and rituals that have not been stated as being available to Assamite Sorcerers in the canon material have also been removed in an effort to refocus the clan away from being sorcerous swiss-army knives.
Thirdly this packet clarifies better how out-of-caste/clan practitioners fit into the approval paradigm.  The previous packet considered them of lower Rank when seeking sorcery, however Rank itself was a tangent to the approval process and many STs were confused as to whether (effectively) Rank 0 or lower individuals could get Rarity 1 paths and rituals without Coordinator Approval.  This has since been clarified.  All Sorcery for out-of-caste/clan practitioners is Coordinator Approval.
Please note that with the removal of many powers from the packet we will NOT be removing anything from the character sheets of existing DAK practitioners.  Those whom have paths and rituals no longer available in this packet are welcome to keep them, subject to Storyteller approval, but simply must seek Coordinator Approval in order to pass on their powers to other Ashipu.
I realize some members of Council would prefer a "cliff notes" of changes between this packet and the last, and in response to that I would simply ask that you read this current packet.  Virtually ever inch of it has been restructured or rewritten, and so the changes are the entire packet.

Revision to Bylaws for New Chronicle Admission Voting stuff [Autopassed proposal]

Lets go with the following amendment then.

As Admissions Coordinator, I would like to propose the following amendment to my  modifications to Administrative Bylaws 7.C and 7.E

These changes require no second, and will Auto pass if not objected to per
 

Administrative 3.A.v

  1. Administrative Bylaw Changes
    1. Administrative Coordinators may pass before Council any changes to the administrative bylaws, as long as said changes directly affect their position. These proposals need not be seconded, but go immediately into discussion.
      1. If no opposition is voiced during the week of discussion, the bylaw is considered passed and enforceable. Once passed these bylaws are considered binding to all chronicles (as with any other bylaw) and a chronicles refusal to adhere to said bylaw is grounds for OWBN disciplinary measures. Opposition must be in regards to the content of the proposal and must give those reasons why the objection is voiced. This is to allow Coordinator's the opportunity to respond and/or make changes/remove the proposal and its contents.

3: Clarifies the Extended probationary period. Having a rigid six months is a hard goal to hit with so much going on in OWBN.

  • The Admissions Coordinator, a Sub-Coordinator, or a duly appointed representative will then submit the Application for a "Probationary Admission" vote to the OWBN Council for the discussion period and Admission Vote. If there are no objections during the discussion period, the game Auto-Passes into its Probationary Period.
  1. Possible results for the initial Admissions Vote are:
    1. Admission to OWBN for a 6-12 Month probation
    2. Denial of admission

        1. Any Full Membership Chronicle or Exec Team Member may object to a chronicles Probationary Admission, causing it to go to a vote.
  • Admissions Votes require no Second.
  • If during this time there are concerns raised by Council about the application, the Admissions Staff will work with the prospective chronicle to work out any questions or concerns from Council as well.
  • Once this has been completed, the Admissions Coordinator will inform the applying chronicle of the results of their vote.
  1. Full Membership
    1. A chronicle's admission as a Full Membership Chronicle of OWBN must be presented to Council.
      1. The Application must be updated with the chronicle's current information as necessary
      2. Voting options shall be as follows:
        1. Full Membership
        2. Extended Probation. 
        1. Denial of Admission.
      3. Chronicles who are placed on an Extended Probation will be given no less than 6 months and no longer than an additional year in order to better allign with what OWBN wishes it's Full Membership Chronciles should be. After this period, the Probationary Chronicle will be resubmitted to council to be either admitted as a Full Member Chronicle or be denied membership. 
      4. Chronicles denied Full Membership Status will be allowed to reapply to be a probationary chronicle no less than 12 months from their final Full Membership vote.

Public Packets Available on the Website again

First and foremost -- The Coord Team has been absolutely wonderful and we have been working hard with the Marketing Team to make our packets public. After speaking with CCP/White Wolf/Onyx Path, we were able to look over our packets and come to a better understanding of what is appropriate and can be made public. Special props to Jason Clark + Jason Ruth for being super sleuths when going over these. 
I am happy to announce we have started to roll out our first few live packets. This means that people will not need to ask their CM for the public packets. They will be available without a sign in.

Event Game information: LA by Night

For those of you that missed it, we have a rough announcement of what is to come for Los Angeles by Night. Please take a moment to read the entire e-mail.

OOC Information

September 19th - 22nd, 2013 - OWbN will be playing multiple games at Los Angeles by Night: The Grey Ghost Masquerade! Held on the beautiful Queen Mary in Long Beach, California -- LA by Night promises to be one of the most fantastic events of the year! There is still time to go with a new hotel + tickets still available!

They have opened a SECOND hotel that is a few blocks away from the gorgeous Queen Mary. The Residence Inn is another option as the Queen Mary's block is sold out!
There will be OWbN, Mind's Eye Society, Tabletop Games, Panels, and By Night Studio's anticipated Blood and Betrayal!

Blood and Betrayal information will go out this week from By Night Studios -- Including what Clans are available and steps in creating a character.

Ticket information for badges will be sent out tonight or a little bit later this week from the Los Angeles by Night Staff [Ric] who are working on the survey currently.

One of Montreal’s most respected packs, a group of Noddist scholars known throughout the sect as the Librarians, recently unearthed a cryptic set of tablets containing previously undiscovered Noddist lore.  Luminaries and curious Cainites have begun to arrive to attend the great revealing of this impressive new find, which could prove (or disprove) some of the Sabbat’s most highly regarded and sacred tenants.In the midst of the excitement, the very Cainite who made the discovery has suspiciously disappeared, and his pack and others are demanding answers.

Meanwhile, some suspect the Inquisition is utilizing the unveiling as a political platform after taking a back seat to other factions at this year’s Ecumenical Council.

Will the tablets support the Sabbat’s position, or will the sect be forced to diverge from their long-held beliefs in favor of greater truths?  Who will cling to the established ways of old? And who will be carried away with fervor for new?  What other groups might turn this spiritual discovery into a tool for their own machinations, either to air their concerns and prove their power, or lure their enemies into the open…and attack?
