[PROPOSAL] New Addition/Revision to OWBN Disciplinary Policy

I, Bruce Lindsay, Council Member of UTR- Under the Rock, Rockland, NY, in accordance with Administrative Bylaw 3.A.i. do hereby Propose to Council an amended, revised, and more straightforward revision to Administrative Bylaw 6.B.ii

 

As a Result of the proposed Amendment, a Necessary addition Must also be Made to Coordinators Bylaw 3.A.i.

 

The purpose of this proposal, is to ensure due diligence be performed when something as serious as a Disciplinary Action be Proposed, and also make the process streamlined in cases of people not responding to their notifications.

 

Currently, Administrative Bylaw 6.B.ii Reads as Follows:

  1.  
    1. To initiate an OWBN Disciplinary Action a proposal must be submitted to Council proposing an action against a member, where a member is defined as an individual who participates in OWBN.

    2. The member to be issued with an OWBN Disciplinary Action must be sent notification within twenty-four (24) hours of the beginning of the discussion period of the proposal. The member is permitted to state a case in their defense.

      1. This defense must be given within seven (7) days of the beginning of the discussion period of the proposal.

      2. The Head Coordinator may extend this period up to twenty-one (21) days by to a total of twenty-eight (28) days from the beginning of the discussion period. Any further extension requires a council vote. The voting period shall not begin until the discussion period has passed.

      3. If no response has been received from the member within the allotted time, then the member shall have forfeited the right to a response.

B. Issuing a OWBN Disciplinary Action

The Revision to Coordinators Bylaw 3.A.i. would be to empower the ability and designate the responsibility to the Head Coordinator to contact  those who have a Disciplinary Action Proposal who have not responded, or a council member not responded on their behalf.

 

The Bylaw As is Is fine, No need to Revise anything, just to add a Section 6.

  1. Coordinator Duties

    1. Administrative Coordinators

      1. Head Coordinator

        1. The Head Coordinator shall be responsible, to the best of their ability, for duties assigned to the position as outlined within the bylaws of the network.

        2. The Head Coordinator may be sought as a binding arbiter in a disputed between parties with the consent of all involved, as opposed to taking the matter directly to Council. The HC has the right to refuse.

          1. This responsibility may not be delegated without prior permission from all parties involved.

        3. The Head Coordinator may, at their discretion, delegate responsibilities to the Assistant Head Coordinators or duly appointed sub-coordinator.

        4. The Head Coordinator may appoint an Interim Coordinator to temporarily fill the position of an Elected or Appointed Coordinator until said Coordinator can return to their duties. The appointee will be treated as an official Coordinator.

          1. This Interim Coordinator may fill the position as appointed by the Head Coordinator for up to thirty days. Any extension beyond those thirty days must be approved by Council. If the extension is unapproved by Council, Special Elections will then begin, per Administrative Bylaw 4.C.

          2. The appointment of an Interim Coordinator will be announced to Council and ST lists, and that announcement may be distributed to the players from there.

          3. The appointed Interim Coordinator must fill out a Coordinator Report, per Administrative Bylaw 8.D.iv upon leaving office.

        5. The Head Coordinator, when presented with legal demands, threats of legal action, or other legally related situations which present an immediate, clear, and present danger to the organization, is empowered to take whatever emergency and prophylactic actions are required to avoid the adverse consequences. This emergency action is authorized without passing a specific proposal through Council, provided that within two weeks of the emergency action, the Head Coordinator must present to Council, for approval, a formal proposal stating the nature of the emergency and the action taken.

        6. The Head Coordinator, or a member of the Executive Team, designated by the Head Coordinator, must make sure that anyone who is on the receiving end of a Disciplinary Action Proposal is notified of such. The Head Coordinator must also make sure that the Individual has a Council Member to represent them if a conflict of interest may be there or the Head Coordinator’s office must find an agreeable representative,  agreed upon by both parties. The Head Coordinator’s office is responsible for providing accurate and documented attempts at contacting the individual in the event that the individual has chosen to ignore the proceedings . Such attempts should include, but are not limited to, emailing the individual, contacting other members of a chronicle to obtain verifiable methods of communication, Social Media attempts, or anything else within reason and not in violation with any  federal or state laws.

What do you want to see in Infernalism - The Second Poll

Okay, so last time I did this I polled STs. The Webteam has assured me that this time they can make so that STs and CMs alike are able to respond. What that means is that I can compare what the games' representative wants, with what the people running the games want.

This list of questions is compiled both from the previous poll, and the discussion that has gone on with council for the last few days. I've tried to include a good sampling of ideas.
Once this poll is concluded I'll edit the packet accordingly, and reprop. Let me make this clear, I will be looking at both sets of answers and determining what's best for me to modify based on a combined percentage.

For those of you who are all "we did this eight months ago". You're right, you did. I'm asking that you do it again. Some CMs are dissatisfied that i only polled STs, since STs don't vote. They felt that I wasn't taking their games player base into account. that wasn't the intent, but I understand the sentiment and thus, here we are again.

[Special Elections] Brujah Coordinator Steps Down and Call for Applications

Dave Lazarek has stepped down as Brujah Coordinator.

 

Pursuant to Administrative By-law 4.C:

 

4.C. Special Elections

         i.           i.     Should any Coordinator position become unfilled during a term, a special election must be held.

       ii.          ii.     The Head Coordinator may appoint someone to fill the position until the special election is completed.

      iii.         iii.    The appointee will be treated as an Elected Coordinator, except that the appointee will only serve until the Special Election is complete.

     iv.         iv.      The Head Coordinator will announce the Special Election on the Council, ST, and OWBN-OOC mailing lists and will accept applications for seven (7) days.

       v.         v.       The vote will then proceed following the bylaws in Administrative Bylaws, Section 4, Subsection B, Other Coordinator Elections.

     vi.         vi.     Should the position become vacant within one (1) month of the Head Coordinator Election, an appointee may serve until elections are complete.

[PROPOSAL] Assamite Sorcery Packet [Amended]

OWBN's Coordinator Bylaws, 3.C.iii. state: "Genre Coordinators must pass before Council any plot, enforced policy, R&U named characters, or binding edict they wish to use which they can reasonably expect to affect multiple chronicles and these proposals need not be seconded, but go immediately into discussion."

Proposal:
I, Brad Klinger, in my duties as Assamite Coordinator, propose the following packet be adopted by OWBN to govern the availability and usage of Dur-an-ki otherwise known as Assamite Sorcery.

This packet makes some very sweeping changes to the way DAK is dealt with by players, storytellers, and the office of the Assamite Coordinator.  While the straight mechanics of most powers have been left largely untouched, both the number of paths and how they are acquired is very different.

My first goal with this packet was to divorce the idea that the availability of Assamite Sorcery is tied to a character's Rank within the clan.  This does not make a great deal of sense as theoretically an independent Ashipu could learn new paths and rituals without the assistance of the elders of the clan.  Relying on "permission" from the elders goes against the entire theme of DAK to begin, which is based around personal enlightenment and interactions with otherwordly entities.  As such this mechanic has been removed and the Rarity structure of Assamite Sorcery has been altered to reflect this.  Now the difference in Rarities represents the difficulty of obtaining the attention/assistance of the ancient gods/demons/whatevers in mastering the secrets of eldritch might.

Secondly, my goal was to keep the Assamite Sorcerers from becoming "Tremere-light".  While Dur-an-ki is a far, far older form of blood magic it is not as dynamic and adaptive as Hermetic Thaumaturgy.  Thus all paths and rituals that have not been stated as being available to Assamite Sorcerers in the canon material have also been removed in an effort to refocus the clan away from being sorcerous swiss-army knives.

Thirdly this packet clarifies better how out-of-caste/clan practitioners fit into the approval paradigm.  The previous packet considered them of lower Rank when seeking sorcery, however Rank itself was a tangent to the approval process and many STs were confused as to whether (effectively) Rank 0 or lower individuals could get Rarity 1 paths and rituals without Coordinator Approval.  This has since been clarified.  All Sorcery for out-of-caste/clan practitioners is Coordinator Approval.

Please note that with the removal of many powers from the packet we will NOT be removing anything from the character sheets of existing DAK practitioners.  Those whom have paths and rituals no longer available in this packet are welcome to keep them, subject to Storyteller approval, but simply must seek Coordinator Approval in order to pass on their powers to other Ashipu.

I realize some members of Council would prefer a "cliff notes" of changes between this packet and the last, and in response to that I would simply ask that you read this current packet.  Virtually ever inch of it has been restructured or rewritten, and so the changes are the entire packet.

Council business update from your friendly KoNY CM, 7/2/13

I've now posted all of the present and most recent past Council votes.

The business of Council has lately not applied to us (Camarilla societies, Ventrue Dignitas, Ventrue Dignitas packet, Anarch packet, etc). The Ravnos AT vote is active (which I'm against on because the result is too negligible to clutter our bylaws with) and the Anarch packet (which I'm abstaining on because it's not our genre).

[Proposal] Additional Camarilla societies

As these societies have not been in use and are not well known. The Camarilla Coordinator requests that any CM object to this proposal to grant further discussion time and allow this to go to vote, to prevent this from not being truly deliberated on.

Proposal:  Societies 

In the past it has been assumed that the office of the Camarilla Coordinator controls and runs certain societies in the organization. These to the knowledge of the Camarilla Coordinator are not amongst them. As such I am requesting the following societies be controlled by the office of the Camarilla Coordinator.

These societies are primarily focused upon morality and humanity. 

The requested societies are:Custodians of the Commandments (State of Grace 29)- A faction dedicated to helping humans hold onto their morals and thus the vampire's hold onto humanity. Generally followers of the Traditions but hold the salvation of the human soul as more valid.

Redeemers of the Damned (State of Grace p 30)- Christian Mediums and Necromancers dedicated to helping Wraiths pass on. High humanity. Not controlled by the Giovanni

Xalosek (State of Grace 84)- Kindred only religion that requires strong devotion to humanity (though some of the more humanish paths are accepted) they are followers of Xalos the first sapience that manifested in this reality. Xalos who created humans was shocked by their imperfections and thus tried to make something closer to him. Kindred. They too were imperfect manifesting Xalos righteousness and with their ties to humanity were able to hear the song of sin in all of them (the beast). Some succumbed but some mastered controlling their beast and letting it out in certain ways. These seemed to reduce the wickedness in the human population at large.

Antecaedists (state of grace 91)-Believe something is wrong with god, and that one must follow the proper paths of the true creator vs that which has taken over thus strengthening the true god and fixing the world. Pro humanity, and more moral paths including one of the few places to get Road of Heaven in Modern Nights.

 

Bylaw change to reflect proposal below.OLDSection 3.B.i.iii.    Sect IC Offices, other than those under a single Chronicle's jurisdiction, may not be filled, either by PC or NPCs, without previous approval from that sect's Coordinator. [PROPOSAL][AMENDED] New Ventrue Guide to Clan Prestige (Dignitas) and Corresponding Changes to the R&U Bylaws

OWbN's Coordinator Bylaws, section 3.C.iii. state: "Genre Coordinators must pass before Council any plot, enforced policy, R&U named characters, or binding edict they wish to use which they can reasonably expect to affect multiple chronicles and these proposals need not be seconded, but go immediately into discussion."

As a genre proposal, this will auto-pass in 7 days if not objected to.
ADDENDUM: For the full changes, please see where I've marked up the document in red. The changes include the various viewpoints expressed in the previous thread. As a quick summary, these were:

Mentioning the higher your prestige, the easier it is to lose; allowing Peerage for those who aren't fuck-ups (paraphrased); many more examples of awards and removals to better highlight and explain the system (to hopefully clear up the misconceptions); revision of the disclaimer section; clarified text about punishment across regional lines (made sure there was wiggle room); changes to the Equerry and Sword (as suggested); Framework for Custom Dignitas and inclusion in the new 4.F.xxii section (ADDED TO #6 BELOW); Added Lore burns; fixed Peerage typo; and made a note about those with level zero.

Also, as some have asked, Grandfathering has to be specifically disallowed and it is NOT my intention to do that. Grandfathering WILL BE ALLOWED with this proposal. Those Ventrue who are affected by rarity changes and those with Custom Dignitas may register the items within the 30 days after this prop passes, as specified in the OWbN R&U Bylaws, Section 9.A.ii.

This new guide has been available to players for over one month on the Scepter-OOC googlegroup, and even longer to some whose feedback was solicited before the Baltimore event. This document was crafted, in part, with help and feedback of these Ventrue players and storytellers. So a quick thank you to everyone who contributed, first.
Second, the largest change is that the new document uncouples the Ventrue system of Clan Prestige from the Directorate, making the earning of Clan Prestige a truly clan-wide system. Additionally, the method of handling disputes between Ventrue has been greatly improved in the Punishments section.
Finally, the contents of this document now sync with the Bylaws so that all of the restrictions defined in the document clearly appear in section 4.F.xxii. (after the above change to 4.F.xxii. of course). Along with this change, several Dignitas which previously required Coord-Approval or were not open to beginning characters are now deregulated.

[PROPOSAL][AMENDED] Revision to Ventrue Societies and Orders Document, and Clarifications to the R&U Bylaws

OWbN's Coordinator Bylaws, section 3.C.iii. state: "Genre Coordinators must pass before Council any plot, enforced policy, R&U named characters, or binding edict they wish to use which they can reasonably expect to affect multiple chronicles and these proposals need not be seconded, but go immediately into discussion."

As a genre proposal, this will auto-pass in 7 days if not objected to.
ADDENDUM: The Non-Binding intent has been removed, the wording of the new Bylaws section changed, and the Disclaimer section has been revised.

Proposal:
The Ventrue Coordinator is proposing to replace the existing Societies and Orders Document seen here with the revised OWbN Ventrue: Societies & Orders Document. The current table entry in the R&U Bylaws regarding Societies and Orders will be expanded to clearly outline that membership in the Societies/Orders require approval. The proposed changes to the OWbN R&U Bylaws (Section 3.D.1.) are as follows:

As this document provides no mechanical restrictions. The changes in the new document are overall very minor, with the addition of cleaned up and sync'd Knights of the Blood intros and a rename (and general beefing up of benefits) of the Sorority of Amastris being the two major changes.
