I have been re-elected as your Supreme Imperial LARP Overlord...hrmmm...maybe too much...

Hello, Everyone....much better....

I have been re-elected as your Head Coordinator for this next term and I must undertake my first official act, but I will get to that...

First, I would like to thank everyone for all of their efforts on behalf of the organization and their respective chronicles.  Without everyone from player to Coordinator, STs and CMs, we would not be able to keep this exciting hobby of ours alive. (This is truly sincere.)

Secondly, I would like to thank the Senate for granting me emergency powers to confront the Jedi mena...crap...

I can't find my notes so there will be more to come.

For now, this must do...

I am now putting out the call for Coordinator Applications for ALL Coordinator Positions (Elected and Appointed), save for Head Coordinator.

Applications will be accepted until the end of February 24th, 2013.  In the case of appointed Coordinators, their applications will be accepted until March 13th, 2013.

On February 25th, 2013, the applications will be posted to the OWbN website for discussion.

On March 3rd, 2013, the voting will begin and close seven days following, when the new Coordinators will be announced.

On March 16th, barring any extensions of voting procedure, Appointed Coordinators will be announced.

Now for the By-Law Portion....


Pursuant to Administrative By-Law 4.B:

  1. Other Coordinator Elections
    1. The Head Coordinator will nominate all other Coordinators.
    2. The Head Coordinator will accept applications for nominations for a minimum of one (1) week from the time the application procedure opens, which must be posted to the Council, ST, OWBN-OOC, and mailing lists in addition to the OWbN website.
      1.  
        1. The Head Coordinator is required to nominate any applicant who has the support of five (5) or more member chronicles of OWBN. They may decline candidates with less support at their discretion.
        2. Each candidate must list prominently on their application from where their support is coming.
          1. Chronicles may support more than one candidate in this manner and they do not have to vote for the candidate(s) they supported.
    1. Should only one person submit an application for a given position, then the Head Coordinator may nominate that one applicant without a second applicant on the same ballot or extend the time for collecting applications as the Head Coordinator sees fit.
    2. The Ballot will be presented to Council three (3) days before the voting period begins for discussion, but no later than February 25th without a ratified proposal granting the Head Coordinator an extension.
    3. The Ballot will be posted on the Council, ST, and OWBN-OOC mailing lists at the beginning of the vote discussion period.
    4. The vote will open on the day after the seven (7) day council discussion period, and close no earlier than the same time seven (7) days later.
    5. All candidates for Coordinator positions will be put on Council during the fourteen day discussion period, and election week, to defend and explain their platforms. Those not elected shall be removed once the voting period is done.
    6. The nominee carrying the most votes on Council shall become Coordinator.
      1. In case of a tie, the Head Coordinator may either break the tie or hold a run-off election between all tied parties.
      2. For a run-off election, only the candidates who were tied will be on the ballot. The option to reject all candidates will be removed. The option to abstain will remain.
      3. If the election is still tied after the run-off vote, the HC will break the tie.
    1. Coordinators will serve beginning two weeks after the election vote for their election closes, including any run-off election that may have taken place. The current Coordinator will be expected to brief the Coordinator-elect during these two weeks on issues and events relating to the particular Coordinator position being assumed by the Coordinator-elect, as well as remit any necessary documents or duly passed accounts.
    2. No proposals relating to elections, election process, or the voting procedure may be proposed or ratified from the time the Council discussion of the ballot begins until the time all elections end.
    3. The Assistant Head Coordinator and Second Assistant Head Coordinator positions shall be treated as the same position for application andelection purposes, with the nominees carrying the highest and second highest number of votes becoming Coordinator. This vote shall have multiple acceptable options equivalent to the number of AHC positions available. Thus each Chronicle will receive a number of votes equal to the number of positions available.

[Proposal] Revision to R&U Bylaws 8.C

I hereby amend the following revision to the R&U Bylaws, Section 8.C (to include Jacob's recommendation to remove the ambiguity of "within the network"):

It presently says:
C. Rare and Unusual characters of a chronicle in violation are not viable for play within the network until the chronicle has returned itself to a state of compliance with the Rare and Unusual bylaws.
I propose it should be revised to say:

C. Rare and Unusual characters which are specifically found in violation of R&U compliance are not viable for play until their home chronicle has resolved said character's conflict to a satisfactory state of R&U compliance and registration.

I present this to Council as it is not the burden of an innocent player to be prosecuted for an ST's negligence due to another player's character completely unrelated to their own. We are not here to punish players who are playing by the rules, but to address infractions against the rules to those responsible.

Glitter & Gloom 3 will take place Friday-Saturday, March 22-23, 2013 at the historical Admiral Fell's Inn again in Fells Point, Baltimore, MD. Baltimore by Night: Dark Harbor will be hosting a One World by Night event and you are invited! Guaranteed to be full of fun and best-dressed kindred! ... At least, for the Nosferatu--because a horde of Nosferatu will be descending on Baltimore to make the famous basement Stone Room their lair this year at G&G3! There will be the standard Camarilla game running both nights, with a Sabbat game running during the days. Look forward to a large Nosferatu event, Camarilla courts, contests, performances, dancing and sleuth galore!

We'll be hosting the event at the amazing Admiral Fell's Inn in Baltimore, Maryland in the Fell's Point neighborhood. The hotel is located right on the water and we have taken over the hotel. Everything you will need is within walking distance of the hotel, including cheap food, bars, Good Will store, more bars and tours. Also look for the ghost tour of this haunted hotel hosting the event.

We've secured a hotel rate of $139 (including fees) per night + tax for Friday and Saturday night. The hotel opened the room block today. To get the discounted rate, when making your reservations inform the hotel that you are with the One World by Night group. We expect rooms to go fast so you'll want to set up your reservations as soon as possible. Reservations will be made with the hotel by calling 866.583.4162. IMPORTANT: The hotel only has 20 double rooms. These go first and fast, so book now. You can always cancel later and like always, your card is not charged. OWbN Ventrue Genre Guide (non-binding)

OWbN's Coordinator Bylaws, 3.C.iii. state: "Genre Coordinators must pass before Council any plot, enforced policy, R&U named characters, or binding edict they wish to use which they can reasonably expect to affect multiple chronicles and these proposals need not be seconded, but go immediately into discussion."
Proposal:
The Ventrue Coordinator is proposing the immediate removal of both the current Ventrue Genre Packet and the Ventrue Storyteller's Guide (Non-Binding). Both of these documents are to be replaced with the new OWbN Ventrue: Genre Guide (Non-Binding).

Supporting Statements
A major update to the Ventrue resources of One World by Night, this new Genre Guide was written almost entirely based on contributions by individuals who play (or have played) Ventrue in OWbN and moves our organization in a direction which I firmly believe to be the right one by transitioning to a Non-Binding format. Additionally, the new document is not plagued by plagiarism as was the previous iteration, and contains easy and helpful references to items which are restricted by OWbN Bylaws.
Finally, this document was written with a perspective independent of Sect, so that it may serve as a resource for Camarilla, Anarch, or Sabbat Ventrue players and Storytellers. This is the first document which provides resources or guidance for the players and Storytellers of Sabbat Ventrue-Antitribu and Ventrue Anarchs.
