[PROPOSAL] Allowing and Denying Entry Bylaw, Minor Change
Currently this is passing with a majority vote if anyone has concerns or ideas about this speak up will be casting KoNYs vote later before it closes on the 8th.
- The storytellers of individual chronicles have the right to ban any player or character from their game. Alternatively storytellers may ask a player to temporarily alter their sheet or item cards, or take other actions, to be allowed entry into the chronicle. If a player accepts the requirements to gain entry then they must follow Character Regulations Bylaw Twelve. Any player or character that is banned from a chronicle must be announced on the OWBN-ST and OWBN-Council lists, included in the chronicle report, and the player should be notified if possible.

Alternatively storytellers may ask a player to temporarily alter their sheet or item cards to be allowed entry into the chronicle. If a player accepts the changes to gain entry then they must follow Character Regulations Bylaw Twelve. Any player or character that is banned from a chronicle must be announced on the OWBN-ST and OWBN-Council lists, included in the chronicle report, and the player should be notified if possible.
Reasoning:
Currently the bylaws imply that the only reason to ban a player or character is because of IC concerns. I feel that OOC reasons beyond game balance or plot are also acceptable, as do most STs, especially when it comes to player safety. This updates the bylaws to reflect this. It also leaves it up to the ST staff of the game.
I also feel that STs should be able to place requirements on players or characters, beyond changing their sheet, in order to play. For example, a minor who wishes to play must be accompanied by a parent or guardian who is responsible for them. Or telling a visitor, "You can play, but don't use this power on PCs, only NPCs." Again, this is up to the STs of the game.
Basically this is how things already mostly are, but I want the bylaws to reflect that, so that expectations are clear.
