My Brothers and Sisters of New York City,
Some of you have heard the news of what has been said. Indeed, it appears to have been spread in the public forums of the greater Sword. However, I wish to clarify and amend these statements, to give you a clear picture of what has happened.
The Regent has decreed the following:
I. The attack on Cardinal Ranulph was an unsactioned assassination by the Black Hand. Seraph Teresita has chosen to take responsibility for this and has submitted herself to the Regent for punishment.
II. A team of overseers will be selected by the Regent to review the loyalty of the Black Hand.
III. All Sabbat are required to Vaulderie city-wide twice a month.
IV. All Cardinals are required to Vaulderie with the Consistory every season.
V. Monomacy may not be declared upon those of higher station.
VI. All Sabbat shall venerate and worship Caine as the father of all vampires.
VII. The Ecclesiastical Faction is to be recognized as valid and legal.
VIII. The Jericho Tablets are to be recognized as non-heretical.
IX. The Bahari/Lilins shall be allowed in the sect as non-heretical as long as they venerate Caine above Lilith.
Now, I will note that these are the decrees are the proclamations of the Regent, NOT the Consistory. The Consistory remain locked in debate and are still in discussions over these and other points.
This is but the beginning of many debates and I push each and every one of you to seek answers for your questions. I am available to answer any that I can and shall be available to you.
We must remain unified, for this proclamation is the least of our worries. Do not forget we have enemies at our doorstep, the Setites and the Camarilla. This is a time for us to gather and defend our city, unified as a whole. Our enemies would use any trouble or dissension as a weapon against us and take from us which we have won through sweat and blood.
Remember that the pack is the cornerstone of the Sabbat. Strengthen your pack, keep them close, for it will make all of the city stronger for it.
Be vigilant, Brothers and Sisters. We must defend our home and we must be united to do so. We are New Yorkers and we never give up without a fight.
