Per Coordinator Bylaw 3Ciii:
"Genre Coordinators must pass before Council any plot, enforced policy, R&U named characters, or binding edict they wish to use which they can reasonably expect to affect multiple chronicles and these proposals need not be seconded, but go immediately into discussion.
1. If no opposition is voiced during the week of discussion, the proposal is considered passed and enforceable. Once passed these are considered binding to all chronicles and a chronicle's refusal to adhere is grounds for OWBN disciplinary measures. Opposition must be in regards to the content of the proposal and must give those reasons why the objection is voiced. This is to allow Coordinators the opportunity to respond and/or make changes/remove the proposal and its contents."
I Propose this update to the Ravnos Genre Packet. As per normal, there will a 30 day grandfathering process.

There are a few small changes, and a couple major changes.
Updates:
1) Fixed several typos and spacing errors
2) Added the change in rarity for the Post WoN Ravnos (Already passed through council)
3) Added a FAQ on Vinculum vs Paradox
First the lowering of rarities;
1)Post Week of Nightmares Ravnos Antitrbu are being lowered from Council Notify to ST approval only.
-Reason: They should be the most populous in modern nights, and with the lowering of rarity on Independent Ravnos I didnt want them to be the same rarity
2)Post Week of Nightmares American Ravnos of 11th generation or higher are being lowered from Coordinator Approval to Council Notify
-Reason: It has been over 10 years since the Week of Nightmares. There has been time for the clan to repopulate with newly embraced neonates. This also adds flavor to those Ravnos players who are family oriented, and older then the WoN to mentor, interact, and deal with an influx of the new generation of the clan.
The increase/add in rarity;
1) Danava, the Indian group of Ventrue referenced in Blood Sacrifice, have been made Ventrue and Ravnos Coordinator approval
-Reason: The group is currently unregulated, but are now included in the Sadhana section of the packet for regulation purposes. They are rare outside the Indian sub-continent.
2) NPCs possessing Sadhana
-Reason: This is a rare form of faith sorcery. It is not meant for monster of the week or antagonist plots.
3) Changing sects from Independent to Camarilla/Anarch/Sabbat
-Reason: With the lowering in rarity on Post WoN Ravnos there should be few in sects. The goal is to increase the amount of Independent Ravnos and there should be few that join up with sects, but not impossible with roleplay
4) Added a section on *rogue* Sadhana practitioners. Excluding those listed in the book (Daitya and Danava) all rarities have been increased to Coordinator approval
- This magic form should be rare outside of the Indian sub-continent but the book does reference some groups and practitioners that escaped to the West during the WoN. This is not an intent to spread Sadhana, but instead limiting the availability to said groups.
